RATIFICATION OF DECISION OF CONVENTION. United Press Association—By Electrlo Tel egraph—Copyright (Received March 4, 5.5 p.m.) LONDON, March 3. In the House of Commons, Mr W. H. Graham, president of the Board of Trade, said it was proposed to ratify the convention, providing for the international enforcement of load lines, as soon as it was possible to pass the necessary legislation.
