President Hoover, on Tuesday, signed the Naval Treaty. Mr Hoover stated that ratification by the signatory Powers will “renew again the faith of the world in moral forces and goodwill,” and dismiss any notion that the United States entertains ideas of aggression, imperial power or the exploitation of foreign nations. America’s Programme. The Secretary of the Navy (Mr C. F. Adams) said the Navy would immediately undertake an exhaustive study of designs and formulate a building programme in the light of the treaty. He states that the work will continue on the 10,000-ton cruisers now projected, but it wa6 expected that nothing would be done towards the construction of other types of ships until the programme had been prepared. RATIFICATION IN BRITAIN. STATEMENT BY PRIME MINISTER British Official Wireless RUGBY, July 23. Consent to the ratification of the London Naval Treaty was given by the United States Senate yesterday by fifty-eight votes to four, and the Prime Minister, in the House of Commons, stated to-day that, in view of this and other circumstances, it was advisable to proceed at once with the second reading of the Bill to give effect to the treaty here rather than allow it to remain over until the autumn. The present session of Parliament is due to close at the end of the month, but the Prime Minister anticipates that consideration of the Bill on the second reading will be brief.
