DELEGATES IN LONDON. United Press Association—By Electric Telegraph—Copyright LONDON, Jilly 16. The Duke of Sutherland, president of the British Section of the Interparliamentary Union, welcoming the delegates at the Royal Gallery in the House of Lords urged the importance of international co-operation. He said:— “Another great war will kick us all into an abyss, whence we may not return to seek peace.” Viscount Cecil said the Naval Conference negotiations which hard been conducted was too much in a war atmosphere. If we had the Continent of Europe as peaceful as North America, it would be a long step towards the pacification of the world.
