Saving New Coal Bill. HELP OF FEDERATION SECURED. United Press Association—By Electrle Telegraph- Copyright (Received July 17, 9.30 p.m.) LONDON, July 16. After conferring with Mr W. H. Graham (President of the Board of Trade), Mr Cook (secretary of the Miners’ Fe' - ration) announced that in order to avert a crisis, and keep the Coal Bill alive, the Miners’ Federation had accepted the Government’s proposal that no spreadover scheme as embodied in the House of Lords amendment, should become operative in any district, without the decision by the Mining Association and the Miners’ Federation, on a national basis.
