LONDON NAVAL TREATY.

ATTITUDE OF PRESIDENT HOOVER United Press Association—By Electric Telegraph—Copyright WASHINGTON, July 11. President Hoover to-day rejected the Senate’s request for secret documents relative to the London Naval Treaty. In a brief message, the President said the negotiations involved statements to him in confidence. He could not allow himself to become guilty of a breach of trust. No Senator hat. been refused opportunity to see the confidential material referred to provided only he will agree to hold i,t in the same confidence in which it had been received, and held by the executive.

Mr Hoover said the refusal had prompted Senator Norris (Republican, Nebraska) to offer the first reservation to the pact, and led to a vigorous attack upon the Executive. A message by Senator Johnson (Republican, California) reached the Senate in the midst of a denunciation of the Treaty by Senator Hale, of Maine.
