STIPENDIARY STEWARDS’ REPORT By Telegraph—Press Association WELLINGTON. July 11. The report of the chairman of the stipendiary stewards was submitted to the Racing Conference to-day. It stated:— The management and control 6f race meetings has been very good, and if continued on the same high level, leaves little to be desired. The rule relating to unruly horses at the starting barrier does not receive from starters the attention it merits. Too frequently, starts have been delayed unduly, and the chances of the other competing horses interfered with by the non-compliance of starters with part xxiv, Rule 6, directing that any horse likely, by misbehaviour, to pre-

vent a fair start, shall be placed in tb rear of the field.

In some instances, it has been apparent that starting barriers have not been as efficient as they should be, and on occasions, have been slow to act. This requires attention from club committees, more especially where starting points have been widened.

With reference to weighing machines of a standard nature, we note that very little improvement has been effected during the past year.

The compilation of race cards still shows laxity at times. Occasionally, the names of competitors do not appear in the cards, and notices rectifying the error have to be exhibited on the totalizator and elsewhere.

We are pleased to state that: clubs still continue ter improve their courses and'.appointments, a fact much appreciated by the public.

Some time back, stipendiary stewards were requested to furnish individual reports as to the cause, in their opinion of the frequent falls in flat races. These reports are in the hands of the executive, and probably will engage attention from the conference. The conduct of the majority cf trainers and jockeys has been satisfactory, but we regret to say there have been sundry cases 4 of bad misconduct. The efficient control of jockeys’ rooms remains lax. In many instances, the persons in charge of these rooms appear to have only the most hazy notions as to their duties.

The conditions imposed by Rule 5. Part xv., as to nomination and acceptance for horses are, we regret to say, not carried out by some clubs as they should be, and cases have occurred lately where horses have been started and have won a stake for which they should have been ineligible to start, and ethers, whose names should have appeared in the forfeit list.

Mr R. T. Reid, one of the stipendiary stewards to the Trotting Conference, has tendered his resignation.

Philanderer 9.0, should be added to the Waihao Hack Handicap and Waimato Hack Handicap in the Waimate Hunt acceptances.

A. E. Ellis’s win on Mount Shannon at Trentham on Thursday placed him within one point of H. Gray, who x.as ridden 68 winners.

At present the colours representing the numerous owners are so well known to the public that it is difficult to reason out just why. or how, the Inangahua Club introduced the suggested alteration. To give some idea of the hopeless tangle the public would be in if colours had to be worn according to the order in which horses figured, in the racebook. one has only to imagine a three-day

meeting with some well-known horses starting four or five times and the driver wearing different colours each time. It would be impossible for one to follow a race through and know the positions of the horses, which would mean a loss of interest. If colours are to be changed from d&y to day or race to race, then it will not be long before the public tire of the sport.”
