The Communist outbreak, causing a complete stoppage of the tram and omnibus services in the International Settlement, resulted in the declaration of martial law in the Chinese territory, where more serious outbreaks are .feared. The approach of Labour Day is causing the authorities much concern, and extensive emergency measures have been planned. One hundred and seven male and female Communists were arrested in the Settlement yesterday. Demonstrations were held against their custody, but bail was refused. The latest movement appears to have been well organised. The leaders :ire difficult to detect.
