RETALIATORY MEASURES PROPOSED. (United Press Association—By Electric Telegraph—Couyrigh t. t LONDON. April 13. The “Daily Herald” displays a story of an attempt to form a White Army in London pledged to kidnap and hold Soviet officials as hostages, and to restore some Czar to the Russian throne. The appeal began by an advertisement in the "agony” column of the “Morning Post,” asking those in sympathy with the work, and interested in the fate of General Koutepoff, leader of the White Russians in Paris, who is believed to have been kidnapped in the French capital, to communicate with the anonymous advertiser. From the list of answers a roll of adherents ivould be drawn up. They would be secretly pledged by the most sacred oath to hold themselves at the disposal of the Russian Monarchist High Command as soldiers, sailors, airmen, doctors, and nurses. The reply to applicants states that the proposed new organisation thus being enrolled will bear a name showing that its origin is due to the abduction of General Koutepoff, “this culminating abomination which is an insult to law and order and the laws of hospitality.” The organisation’s objects are stated to be: (1) The ransom or rescue of General Koutepoff, or the holding of hostages for him. (2) To place at the disposal ,of the Russian Monarchist High Command an organised party willing to serve in exterminating the present regime in Russia and restoring the Romanoffs to the throne. The organisation offers to permit sympathisers to remain anonymous, and known only to the central organisation.
