EMPIRE SCHEME PROPOSED. (United Press Association—By Electric Telegraph—Copyright.) (Received April 9, 10.30 p.m.) SYDNEY, April 9. At the Graziers’ Conference here, a resolution was adopted recommending the Central Council to invite Sir John Higgins to formulate an Empire wool control scheme, to which New Zealand and South Africa be urged to join.
