MOSCOW’S HAND IN AMERICA. (United Press Association—By El e Ctrl a Telegraph—Copyright.) (Received April 4, 10.40 pjn.) NEW YORK, April 4. Police Commissioner Whaler, addressing the Chamber of Commerce, said the police have documents to prove that Moscow is directing the Communist activities here, including plans for a nation-wide demonstration on May 1. He promised to make the documents public within a short time, and warned the public of the seriousness of the Red menace.
