SOVIET ORDERS SUBSCRIPTION OF PEASANTS. (United Press Association—By Bleotrte Telegraph—Copy right.) (“The Times.’’) (Received February 23, 5.5 p.m.) RIGA, February 22. Reports from Moscow state that the Soviet is introducing a system of conscript labour gangs among the peasantry, resembling the forced labour system of the Russian period of serfdom. The Labour Commissariat is reported to have arranged for the mobilisation . of 1,500,000 peasant labourers this year, for service in the various branches of Soviet industry, especially the building and timber trades. They must go whither they are sent, and submit to discipline.
