Prospects Of Ratification. MR KELLOGG S ANTICIPATION. (United Press Association—By Electvlj Telecraph—Copy right.) (Received March 1, 7.5 p.m.) WASHINGTON, Feb. 28. Mr F. B. Kellogg to-day expressed a hopo that the outlawry of War Treaty would have conio into force by next Monday. Twelve of the fifteen original signatories have ratified, and France, Japan, and Belgium are now working on ratification. FRANCO-BELGIAN PACT. IS IT A FORGERY? (United Press Association—By Eleetrie Telegraph—Copyright.) THE HAGUE, February 27. The editor of the “Utrecht Dagblad,” in tho course of an interview, states that the documents reporting a Franco-Belgian military pact, are the minutes of a meeting of military experts at Brussels, written on Belgian State notepaper, signed by those present, and sealed by the Belgian Departmental seals. The Brussels correspondent of the “Daily Express” states that the tour of Crown Priuee Leopold of Belgium and Princess Astrid may be curtailed in view of the publication, in the Dutch newspaper, of the FrancoBelgian treaty, which is officially declared to be a forgery.
