The “Morning' Post” says the United States disarmament memorandum sent, to the League of Nations, could not have been despatched at a more inopportune moment. Official circles regard the memorandum with the utmost astonishment. Opinion is expressed that the United States has thrown over the work of the Preparatory Committee, immediately after informing France it has no desire to in .any wise detract from the League authority. If the United States wished to strengthen the opposition to sending a French “observer” to President Coolidge’s conference, they could not have chosen a better method.
