BELGIAN ELECTIONS.
SOCIALISTS LOSING GROUND. BRUSSELS, October 10. The Communal elections, in which all men and woman over 21 years of age voted, resulted in a decline of the Socialist strength in favour qf the Conservatives and Communists, the latter gaining seat 3 in Brussels and the larger towns. ' The results are chiefly due to the ratepayers’ discontent with the party in power.
