After informing President Doumergue of his inability to form a Cabinet, M. IJerriot declared that he had formed a plan for financial rehabilitation, permitting of . the simplification of the system of taxation and a reduction of excessive taxes, but sotting aside for sinking fund exceptional resources ot inherited or acquired wealth. He conferred all night long successively with members of the prospective Cabinet. Following came several refusals of portfolios, and finally he gave up tho task. M. Brinnd agreed to form, a Cabinet.
