EMPIRE MIGRATION.
CANADIAN AMD AUSTRALIAN SCHEMES. By Cable—Press Association —Copyright Neuter’s Telegrams. (Received December 18, 8.5 p.m.) LONDON, December 18. The “Daily Telegraph,” in an editorial on migration, states that by the beginning of the new year, two large schemes will bo working, namely, the Australian plan, which includes loans, anti the Canadian plan, which, aims at bridging the Atlantic at nominal cost to the settler, and eliminates the loan policy. Tho results of theso experiments in diverse .directions will bo watched with lively interest.

LONDON, December 17. ,The “Daily Mail”' says the passage rates for migrants has been reduced owing to Canada agreeing to superintend the migrants’ welfare for live years. Canada will take 25 per cent, without experience of farm work, but pledged thereto. •
It is expected that the migrants will increase from 5000 to 10,000 yearly.
