Viscount Grey, addressing the League of Nations Union, said: It is now. manifest that an alert, organised public opinion existed in Britain behind the League policy. If ever Britain were engaged in a foreign dispute, tho world would know that tho British public insists on the utilisation of the League’s machinery. Germany’s , expectation was that their disarmament would come in a few years, not as the humiliating result of the Versailles Treaty, but as part of normal conditions. Both Germany and her neighbours were of opinion that the grip which the League was obtaining on international affairs was beyond expectations. The existence of League of . Nations Unions was essential, because none of the British political parties 'had either the time or the energy to devote to the furtheranoe of the League’s cause.
