The Berlin corxespo adent of “The Times” says thaw Germany has now been a week without a Cabinet, and no progress has been made with the forming of a new one. Dr. Luther declined President Hindenburg’s invitation to form a grand coalition,-comprising the Centre, Democrats, and People’s Parties, and the Socialists on the grocind of the attitude of the latter two, who so far have refused to co-operate (with one another. President Hmdenburg after that summoned Herr Felircwback (Centrist’s, leader), who is at present endeavour,<ing to effect a compromise and thbis overcome the differences between the People’s Party and the Socialist, thereby paving tins way for a grand Coalition, but it is generally considered the effort will fail.
