The report oii the first' year’s working of the Dawes Plan, points oilt that two primary objects have been attained. The German Budget las been balanced with a considorble margin of safety, and the stability of the currency has been fully maintained. The . first reparations annuity of 1000 million gold marks has been paid, the creditor Powers receiving payments regularly. The Plan generally Is functioning moothly, and has reduced the prob--3m of reparations to a rational basis, but so far four-fifths of the reparations have been paid from the German external loan. Reparations have not yet been a burden upon the German Budgetj/so the real test is ;/et to come.
