POWER BOARD ELECTION. TO THE BURGESSES OF TIMARU. LADIES AND. GENTLEMEN,— AS one of your elected representatives at the first poll for the South Canterbury Power Board, I again have much pleasure in offering my services for a further tei'm on the Board. In soliciting your support I desire to place before you my views on the subject in order to enable you to clearly understand where I stand, and the attitude I will take up on matters appertaining to the labours which lie before the Power Board. I am in favour of the extension of electric power lines to all payable parts of the district. I will support the vigorous prosecution of a policy for the development of Lake Telcapo, which appears to me to be the best local scheme and one that could be used to supplement Coleridge, and from its situation act as a feeder to the South Island main transmission line. I advocate the formulation of a progressive policy, approved by the whole district, so that South Canterbury will be in a position to present a united front when approaching the Government -with a view to securing an abundant and reliable supply of hydro-electric power for the whole district. In this matter,' South Canterbury must recognise that “Unity is strength,” and . likewise that sectional action leads to the dissipation of strength. . T A DIES AND GENTLEMEN,— again offer you my services as your Representative on the South Canterbury Power Board, and, if you honour me with your support at the -Election next Wednesday, I shall continue to devote my best service to forwarding your interests. During the past two years, although the Ratepayers turned 1 dowm the Board's proposals for a 'comprehensive scheme extending; widely over South Canterbury, we have completed the supply to Temuka Borough; and that to .Geraldine will be completed within a few weeks. Several lines of supplies to country districts from these centres are already under .‘way, and proposals for others are being considered. The line to Parepra Freezing Works and Waimate is authorised; most of the material is ordered and on the way and work on this line will be commenced almost immediately, and a 1 satisfactory arrangement has been made with the Timaru Borough Council for a wholesale supply to them. After very, careful study for some years back of all sources of supply, and specially from Tekapo, and carefully analysing all the figures available relating to Tekapo, I reluctantly came to the conclusion that a supply from that source could not be obtained by local effort without throwing a heavy cost on all ratepayers in the district, and this without any reduction on the present cost to consumers. I always made it an essential principle that no scheme of electric supply should depend on any contribution whatever from the ratepayers, but that the revenue obtained from users should be sufficient to meet all costs. As Tekapo does not comply with this condition, we must defer its development for the present, and use the power now available from Coleridge, and thus build up a load which in a few years will warrant the development of Tekapo but it will be necessary to insist on an ample and efficient supply from Coleridge, and to this end the Department should be urged to construct the second line from Coleridge without delay. As the price we have to pay for current depends largely on the quantity used, we should use every endeavour to extend its use to both town and country as widely as it can be profitably done. The more power we can use the cheaper • 'will be the cost to both town and country consumers, and the more we use profitably the greater will be our progress.
