The Senate passed the • resolution granting an amnesty to the ex-Picmiet 51. Caillaux, and the cx-Minister, M. Malvv, whom the High Court banished for alleged defeatist activities in wartime. Several Senators opposed an amnesty to M. Caillaux on the ground that his offence was too grave to pardon. General Stuhl (on behalf of oxService men) declared that M. Caillaux was not repentant, and would commit the same offence again if occasion offered. M. Horvey said M. Caillaux would reappear on the scene with more ambitions than ever. His one desire was to resume control of France. M. Her riot, in reply, pointed ont that' M. Caillaux was condemned not for intelligence with the enemy, but for correspondence with enemy subjects.
