The contingency of the scheme having to be proceeded with, in certain events, had not been overlooked, and uo offers would be accepted which would be likely to involve the State m loss. He added that nothing which had been done would prejudice iuture action. The plant offered included everything which would deteriorate by keeping, it might generally be accepted as right that other material was not being offered.

In the House of Representatives, attention was drawn to the cable message regarding certain utterances of tlie New Zealand High Commissioner, in which he made reference to the grave unrest existing in Australia ill regard to the abandonment of the Singapore Base, and made certain proposals as to the political relations between the British and Common wealth Governments. , Mr Brace, in replying, said Sir James Allen’s utterances had been a general statement, and he did not think Sir James intended it to bo understood that he was giving expression to Australian opinion.
