Reducing Military Burden. CANCELLING EXPULSION DECREES. By Cable —Press Association —Copyright. (Received 7.35 p.m., June 18.) PARIS, June i(. M. Herriot, .in a speech in the Chamber, foreshadowed an extensivo conversion operation. He saul that active military service would bo shortened, though in such a manner that France would never be taken surprise o» enfeebled. . Seven thousand decrees of expulsion of Germans from the French zone ot occupation • have been withdrawn. President Doumergue, in a message to Parliament, declares that he is determined to remain an impartial arbitrator above parties. He emphasises the need for calm, order and peace to develop industry and restoree prosperity. The absence of peace is not the fault of France, which fosters no dangerous ambitions, but only desires tiie payment of reparations and guarantees of security. He considers that the question of reparations seems approaching a final solution, but the debtor must first prove lus good taith bv definite action, and a concilia toiy spirit. France cannot cease her vigilance dr renounce her established position or method of control, which treaties entitled her to exercise in Germany, .which appears to be preparing for war instead of fulfilling hei engagements. :
