WASHINGTON, June 13,

The first tangible economic result ol Japanese exclusion is the prospective migration from Porto Rico to Hawaii as an offset against the impending Labour shortage, due to the exclusion of Japanese.

The War Department is conferring with Porto Rican officials and American planters in Hawaii, and has tentatively approved of a plan for the transport of Porto Rican labourers, thus relieving unemployment there, bv reducing the Labour surplus, which exceeds 400,000.

It is understood the War Depar-. ment will recommend Congress to permit the use of army transports, offering passage to Hawaii at reduced rates. The Department asserts that migration should be encouraged from the standpoint of national defence, thereby overcoming the racial pieponderance of Japanese in Hawaii, by making every immigrant a potential American soldier.
