CHALLENGE TO THE DEPUTIES

According to a semi-official forecast President Millerand’s message 'o Parliament will briefly review the events since his assumption! of the Presidency, recalling that the President invariably pursued a policy ol social progress and agreement at home and abroad, and all Cabinets to which he entrusted power have been coalition ones in which the members of the Left participated. He will declare that his attitude has always conformed to constitutional prerogative. He wijl point out that a new . majority made it impossible for the head of the State to exercise liis mandate. Such interference is inadmissible He asserts that the subordination of the powers "of the head of the state' to electoral fluctuations would result in creating a precedent- fraught with incalculable consequences. He concludes that Parliament alone can decide the question of the presidency.
