The “Daily Mail’s” • Moscow correspondent says: “A Soviet decree orders a further restriction of-the number of students at the universities, declaring it impossible for the Government to find them future employment. Tim real object is the elimination of the bourgeois element! This removal of the old intellectual class, together with an inferior standard of technical training, and .the almost entire absence of elementary education, particularly in the rural' districts, will inevitably lower the quality of the coming generation, upon which devolves the continuance of the work - .of Russian reconstruction.”.’

“The Times” Riga correspondent describes a sensational Soviet attempt to undermine the loyalty of British sailors. He says that Comrade Stuart, who attended the recent conferences at Moscow, was appointed director of propaganda among the British sailois. Stuart will ho assisted by about .iOO Russian Communists, who at present are being instructed in the English language at the Soviet’s so-called Agitation School. As soon as they pass the necessary tests they wall be sent to Britain to pursue an active ngita lion.
