Side Channels. Recommendation. That the Borough Engineer be authorised to flush side channels for longer ‘ periods in Stafford Street, George Street (from Barnard Street), and Church Street (from Sophia Street). Asphalt and kerbs damaged by ' carters and building contractors. — Recommendation: That offenders be prosecuted. That the Borough Engineer be instructed to see that no further building or carting permits bo granted unless the applicant deposits ,£5 as security for the cost of repairing footways and kerbing, etc. . Subdivision plans and reserves, etc. —Recommendation: That clause 17 of this Committee’s report of the 22nd 31ay last, shall only apply to subdivisions fronting streets one chain or more in width. Subdivisions on streets of lesser width shall each -be dealt with on their merits, and irrespective of area. Jiotor traffic on Fridays, and motor cycle silencers; —Letter from South Canterbury Automobile Association suggesting control of traffic on Fridays and enforcing the by-law re silencers. Recommendation: That the Association’s suggestions be forwarded to the Inspector of Police for attention.

Guide and horse nuisance. Letter from residents of Rolleston Street complaining of nuisance and annoyance caused by stray cattle and homes. Referred to the poundCaroline Bay “Ocean Wave.” —Lotter from 31r \V. L. Page asking for permission to run an “ocean wave” on Caroline Bay. Recommendation : That the application be granted for the season, Ist October 1924, to 31st March 1925, at £5, site to be fixed by the Council. Waimataitai Street, exemption from widening. Letter from the Puolio Works Department, asking the Council to pass a further resolution confirming by-law, setting back building line for a distance of 33 feet from the centre lino of this street. —— Agieed Eating houses. Recommendation: That the following scale of annual license fees be charged in respect or eatiim houses .—Where accommodation is provided for 25 persons jmd less, 5s per annum \ more than. 2o and less than 51, 10s p.a.; more than 50 and less than 101, 15s p.a.; over 100 persons 20s p.a. BUS AND ELECTRIC LIGHT COMMITTEE. Present: The Mayor, Councillors Irwin (deputy-chairman), and Arnold. The chairman stated that tho ’bus revenue tor April and May, 1924, was £1384 15s lOd, as against £1287 6s sd, for rho corresponding months last year, being an increase of £97 9s sd. Loiter irom secretary, North End Improvement Association, asking the Council to allow Waimataitai School children to travel from Solwyn Street to llighfieid terminus, and from terminus to Selw.yu Street for Id each way. Hold over for future consideration. Recommendation: That the Public .Works Department bo askod for a concession in charges in respect of tho failure of Coleridge supply. Letter from Mr Evans, managing director, Atlas Flour Milling Company, pointing out that ho had just installed the necessary electric motors to run the mill and that unless Lake Coleridge was mado more reliable, he would have to revert to steam. Mr Evans to be informed that his complaint, together with Council’s representations, has been forwarded to the Minister of Public Works. Letter from Mr W. 0. Long, chairmain of a meeting of business people held on 30th ult. protesting against numerous stoppages in light and power supplv, and forwarding resolution asking the Council to have its stand-by plant ready from 4 p.m. each after norm during the winter months. Mr Long to be informed that the power house stand-by plant has been running ei4:ry day from 4 p.m. since 26th ult., and that tho representations of his meeting have been forwarded to tho Minister of Public Works. The report was adopted. THE ESTIMATES. The ‘Mayor said iliat he would have liked to have carried oil without increasing the rates, but that would have meant cutting out a great deal of necessary work, which they could not afford to do. Personally, he thought that the ratepayers would sooner pay the rate and have the work done. Councillor Satlcrthwaive moved that the estimates be increased by an extra subsidy of £2O towards municipal con certs. He considered that their subsidy to the local bands was well deserved, and that the individual efforts of local bandsmen was deserving or recognition.—The resolution was car rred.

Councillor Vinneii moved as an amendment to the estimates that wages of all general labourers employed by the Borough be increased by a penny por hour, making a minimum wage of Is lid per hour. —The amendment was lost. Councillors Hawkey, Arnold ana Vinneii voting in favour. Resolutions moved by Councillor Shirteliff to increase the salaried ot the Electric Power and Ligiit Department 1 and Omnibus Service, were also defeated. GENERAL. Councillor Murphy forwarded his resignation as a member of the Riectria Light and Power Committee. Councillor Slurtclifl said that the m ‘cident which occasioned Councillor rUiyphy’s resignation, was an amendment passed by the Council in relerence to a recommendation made by the committee. No other member of the com miftee had taken offence at the occurrence, and knowing Councillor 31urphy’s value on that committee, he would strongly urge upon him the desirability of reconsidering his action. In endorsing Counidior Khirtcliii’s remarks, the Mayor said that he would like to express his appreciation of tho valuable service rendered by Councillor Murphy. He was a tearless speaker, whether in committee or open council, and he would support the other councillors in asking him to withdraw liis resignation. Councillor Murphy said that he had felt keenly tho action of the Council in tho treatment they had accoi'ded the committee’s recommendation, but in the face of their request, would withdraw the resignation. (Applause.) ACCOUNTS. Accounts amounting ,to £2104 15s 6a were passed for payment.
