The executive _ considers that it is regrclin’nlc and highly n prehensible that, while the Health Department. under tho administration ol several Ministers, was fully awake to the high death rate paused by outbreaks of puerperal septicaemia iu private maternity hospitals, over a long period, it cook no steps towura-, effective control until tho lives of so many mothers were sacrificed.
