The decrees signed by lying Alfonso include one against Separatism. It provides for trial by court-martial for offences against the unity of the country, and permits only Spanish Hags io be flown on buildings and ships, except . foreign ones. The decree imposes heavy penalties on Separatist propaganda or risings, and enforces the use of the Spanish language for olficial purposes. The Madrid 'correspondent of the “Daily Express,” says the proclamation ordering civil servants to be •on duty at nine o'clock under penalty of dismissal, caused a spectacular wild scramble among over 2000 Civil Servants, who had never been seen in the office previously. They had never worked and paid messengers to collect their salaries. When they arrived they found no office accommodation, and no work.

King Alfonzo signed the twentyeight new decrees. One dismisses forty-nine civil Governors, replacing them by generals. Others suspend the light or free speech and the habeas corpus. These are nothing new in Spain, which lias,had fourteen Governments in ten years —indeed, the nation is largely composed of ex-Ministevs aud their friends, and many . in political posts, and all are intriguing. ■
