Tinokovroff, who was sent to the Tamboff Province, to investigate the failure of tho villagers to pay taxes, deemed it necessary to strip and llog 100 peasants. Four died. Infuriated peasants disarmed the Cheka guard, seized M. Tinokovroff, dragged him to a safo spot, and after trial, sentenced him to death by his favourite weapon—tho knout. At the 500th stroke, the Commissar expired. A message was despatched to Moscow reporting the case, and giving a warning of similar action in future. The message was signed by 3000 peasants and eighteen local committees.

The Cheka, following the usual custom, sent a strong body of troops, armed to the teeth, to Ihc clisrict to take punitive measures.
