DORTMUND OUTBREAKS.

Various outbreaks between nationalists and communists at Dortmund are reported to-day. The French do not intend to interfere unless they are attacked. Reuter’s Dusseldorf correspondent says: “The French official statement declares that military operations have concluded, and that future sanctions will he economic, not military. French now control and regulate the coal traffic. Germans to-day offered deliveries of coal to Italy, hut the latter, acting in conjunction with France and Belgium, declined. In consequence, the Germans are not complying with the order to resume deliveries. The French are requisitioning coal, and are proceeding to take measures against individual industrials. Mines are working normally. There is no indication of trouble. It is reported that magnates, in expectation of arrest, are frantically sending jewels securities to Berlin. —A. and N.Z. and Reuter.

A NON-CO-OPERATOR. By Cable—Press Association —Copyright. (Reoeived 1 a.m., January 19.) NEW YORK, Jan. 18. Inquiry developed the fact that the United States is not now cooperating with Britain, or Italy, in any effort to bring pressure to hear on France. It is understood that the German Government has informed the French that if they penetrate into the towns where active groups of Laudwehr are assembled, there will he danger of conflicts, though this is m no manner countenanced by the nn Government. Dusseldot'f says that delegates at the Conference were astonished at the gaucherie of French Generals, who bluntly refused to allow the Germans to say a single worn.
