KOBE 'WORKERS’ REFUSAL.
Received 8.50 p.m., August 3. TOKIO, August 2. Thie Kobo workers refuse to accept the iconciliatory actions of the owners and declare tnat the}' will continue iho strike until the shipyard strike breakers are discharged. Four hundred strike breakers have been arrested.
