The "Daily Telegraph's'' Madrid correspondent states that Spain's Noto to Germany is in careful language, but uncompromising. .It points out that 20 per cent, of Spain's mercantile fleet has been sunk and over 100 crews have perished, in addition to a large number left mercilessly to sink or swim. Spain meanwhile maintains "the strictest neutrality.!
