The real business of the inter-Allied Labour and Socialist Conference was postponed, owing to tho non-arrivnl of French, Italian, and Serbian delegates, only Britain, Belgium and Houmanta being represented. Mr Ggden, chairman of the Parliamentary Committee of the Trade "Union Congress,. presided. He described the gathering as unique, and the first evi 4 dence of-the workers' determination to tako a deciding part in the war.

The "Daily Chronicle" says the Conference may be important if it agrees upon a common declaration similar to that of the Conference of last year, which proved to be merely a polyglot cliacs - , but considerable progress has since been made. It is regretta'ole that America, Australasia and South Africa will not be represented, especially "'because British Labour's extraEuropean proposals are the weakest feature in their war aims. How could the young democracies of South Africa, Australia, New Zealand and the "American Pacific Coast enjoy peaceful development and freedom under a future menace of German aggression?
