A SCHEME OF REFORM. LORD ISLINGTON'S SUGGESTIONS. (Australian and N.Z. Cable Assn.) Received 0.5 a.m.. Aug. 10th. LONDON, Aug. 9. Lord Islington, speaking unofficially at Oxford, outlined a scheme of Indian reform, on hold lines of decentralisation, aiming at the federation of selfgoverning States with a central authority controlling national matter, resemHing the Australian Commonwealth. He proposed the creation of selected local bodies with taxing powers controlling local matters; also handing over to the Provincial Governments matters such as police, agriculture, public works, and industries, each province working out its own redemption. He suggested that such a Government should consist of a Governor, and two European and two Indian Executive Councillors, tho latter properly representative of the. various classes of Indian society.
