Rittor, tho Swiss Minister, is pending with" a view to keeping the United States and Germany from hostilities. It is believed that Germany is c©ntemplaing a modification of ..the U boat campaign. The State Department makes it known officially that they will refuse to consider a.uy neutral suggestions imtil Germany withdraws the submarine blockade.
