■ It is rumoured that Holland has refused America's request to admit American armed merchantmen to Dutch ports. It is assumed, therefore, that Anglo-American shipping will be entirely debarred. The "Handelsblad" suggests that England and America will certainly regard this as an unfriendly act. - UNLIMITED SUBMARINING. AIDED BY PRINTING PRESS. (Australian and N.Z. Cable Assn. and Reuter.) Received 10.55 p.m., March 53rd. - LONDON, March 23The full text is published of remarkable confidential instructions officially issued to German newspapers, how to discuss unlimited submarine war. The instructions declare that expressions of adverse opinions thereanent would encourage the enemy. The determined approval of the entire people must ring t ; ut from the Press. All factors have been carefully weighed, and it is now a question of the best and only means of securing a speedy victory. The Press must use outward forms of friendliness towards America, otherwise the.danger of, America's participation in the war would be increased. Newspapers are requested to assert that the German navy is firmly confident; that England's references to her perfected defences are refuted by results; and that'the'personnel of the enemy's mercantile marine has been weakened and material used up. The papers aro requested to employ psychological weapons, with a view to spreading fear among enemy and neutral crews.
