Germany has passed a Bill adding tli® words " in peace time " to clause 5 of the conscription law which enacted that men once rejected for military services are to be always exempt.
REICHSTAG ADJOURNS. ! AMTERDAM, Aug. 28. I The Reichstag adjourned until the end of November. The President announced amid applause that the Reichstag building, at Dr Von Hollweg's instance, will henceforth bear the inscription: "To the German people." BRITAIN AND THE WAR.
GERMAN REPLY TO SIR E. GREY
AMSTERDAM, August 28.
The "North German Gazette" replies to Sir E. Grey. It publishes extracts from Prince Lichnowsky's report to f-liow tha.t in a parting interview Sir B. Grey stated that a decisive factor was the consideration that Britain would not suffer more if she held aloof than if she participated. In the latter case she would be in a position to threaten to retire from the fight. Sir E. Grey offered to undertake mediation, remote from every "wish to crush Germany. Prince Lichnowflcy remarked that the role of arbitrator would come more quickly in the event of Britain being neutral.

''The Niewe Rotterdammsehe Courant" statues that the last two Prussian lists contain 40,245 kilJied, wounded, and missing. The Prussian losses to tie 24th aggregate 1,7400,183, to which must b© added 214 Bavarian, 154 Saxon, 247 Wurtemburgian, and 40 nava,l lists.
THE WAR LOAN. The German war loan is not redeemable before November, 1924.
