KIAU CHAU.
JAPANESE .FORGE LANDED. CHINESE GIVE USE OF ROADS. Received 5.5 p.m., Sept. 6th. PEKIN, Sept. 5. China, folio-wing the precedent of the Russo-Japanese War, declares that at such points within Lingkau. Laiehau, and the neighbourhood of Kiau. Chau Bay as are necessary for the passage of belligerents' troops, that she; cannot be responsible for the obligations of strict neutrality, but belligerents must re&pect Chinese rights and private property. This declaration, permits Japan to use the main roads to send an army to the roar of Tsrngtao, the port of Kiau Chau. Two thousand Japanese have landed at Lingkau.
