TO CLEM: THE WAV. GOVERNMENT I'LILS. ERO.M PAWS TO BORDEAUX " PARIS. Sept. 3. A proclamation announces that the Government has been temporarily transferred to Bordeaux. The reason is purely military because Paris is becominp the pivot or operations. The indications do not point to an attack in tho near future, but the armies may bo manoeuvrinp around tile "city and the defences may possibly bo used in supporting tho Allies" wing. PRESIDENT S EXPLANATION. At. Poincare, President of France, has issued the- following manifesto:— "Our armies aro unimpaired. If some have sustained a considerable loss ilie paps have been immediately filled from the reserve. 'Endure and 1' iglit must he tho Allies'' motto. In order to ensure the utmost spirit of eh'iciency for a formidable fight it is indispensable that the Government should remain free to act- Therefore tho temporary shifting of headquarters to a place wliero it can remain in constant touch with tho country. Let us prove worthy in these tragic circumstances. Wo shall gain the final victory by tho unflagging will, by tlio endurance and tenacity of a nation which in order to live flinches not from suffering sacrifices for a sure victorv."
