Air Fowlds wrote that tho State Office is in no sense, under any obligation to follow tlie ratings of , the private companies. At the same time the State Office must not bo forced into adopting rates which would place the office in a position, of making losses. Continuing, the Minister saidi " Your Council seems to have overlooked the fact that consequent on tho coming into operation of . the State Office the rates on tho majority of tho fire business of the Dominion were reduced up to 33 1-3 per cent., which has resulted ail a saving to the people of .exceedingly large sums annually. Tre rates so reduced hare never been considered adequate by the State Offioe and very good and substantial reasons must bo advanced for any further reductions even in special areas," One councillor said that if ho had the time lie could show that the Department hud accepted the dictation of tho private offices.
