RECIPROCITY.

The "Times" Washington correspondent states that the outlook in Congress is obscure, but the prospects of ratification of the rieiprocity agreement are not worse. The President is anxious for its ratification, and public opinion is generally in favour of it, but strong sectional interests oppose it, and its adoption depends upon the Administration's success in organising the force of the popular will' against the politicians. The consensus of opinion among skilled observers is that possibly the House, but not the Senate, will pass the measure this session, and that Mr Taft will call an extra session for the Senate's benefit. OTTAWA, Feb. 3. . The Premier of Manitoba declares that where the reciprocity sentiment is supposedly strongest it does not exist. He denounces the agreement as tending to the destruction of the connection between Canada and the Empire.
