THE BRITISH ARMY. A GERMAN JUDGMENT. Pwss Asfwciation-By Telenrapk-Oopjiight Received 5.5 p.m., Oct. 16th. BERLIN, Oct. 15. Colonel Gatke, writing oil the recent British manoeuvres, expresses his conviction in the ''Berliner Tagblatt" that the British Army did not compare with the French, German, Austrian, or Japanese Army. By its present training it was not lit for a conflict with a continental army. Britain was not placed among the first class military powers, but the raw material was eminently good, and need yield to no other in the world. The British commanders had no idea, of handling troops in masses, and the generals followed unsound tactics.
