J. A. Millar the desirability c£ havnig the retail trade sale of tobacco efficiently regulated. Until recently the object or the tobacconists was to have their trade dcliued under tliQ jirovisions of the Shops and Offices Act, as other trades are at present. ■Mr Millar had almost promised to em« /body in an amending Bill the legal definition desired by tlie tobacconists, hilt ultimately came to the conclusion that no definition could bo framed' that would servo the end d'osired, namely, to bring all retailers of tobacco into line and make possible a uniform regulation of the trade. Tliis view lias been accepted by the executive representing the Dominion tobacconists. It is in accord with legal advieo which they obtained iudependently. The various district Associations are being communicated with, and if their vifows harmonise with those of the executive, the latter will in future centre its endeavours on securing the institution of a compulsory license for tobacconists, to he issued on payment of a moderate fee. The committee of the Wellington Association is to meet this week to arrange the order of business at a general meeting of the Association which it is designed to hold -on or about October 20th. At this meeting it is hoped that the tariff winch has been prepared by the executive will be approved. In the event of its adoption, it will come into operation about November Ist.
