SECOND BALLOT.

In- explaining the second ballot proposals, Mr Wood, Colonial Secreiary, said that the Government did not wish to introduce drastic alterations in the technical law. The object of the Bill was to secure tho representation of the majority of electors in each constituency. If, at the first ballot, no candidate secured a majority of the votes polled, the two highest would go to the second ballot. He proposed to extend the time between the issue of the writ and the election from 18 to '2B days, and establish a court with the object of securing the purity of the rolls.
Mr McGowan, leader of the Labour Party, said the proposal branded the Government as cowards. Of eleven members elected by a minority all supported the Government. After further hostile criticism the debate was adjourned.
