The "Daily Mail's" Johannesburg correspondent reports that the Commission on the mining regulations has drafted recommendations for, the Government. suggesting that only whites shall in future receive blasting certificates and be allowed to take charge of boilers, engines, and machinery; also that sufferers from lung troubles shall 1 not be permitted to work underground.
