PROTEST FROM OAMARU. Per Press Association. OAMARU, Nov. 15. The Chamber of Commerce passed a resolution to-day protesting against the primage, duty, on tho ground that tli'o. whole tax would fall upon tliie retailers, who could not make the addition to tho value of their goods, although they would have to pay tho duty when they bought in bulk in tho dominicjp or imported.
