' Mr R q liking's-report- on the licensing system;of New Zealand was made available to-night. Mr Ranking states thatstatistics 'of the Dominion, and the Eastern States of tlio Commonwealth demonstrate that individuals, are year by year becoming more Mxich no doubt re--ni-ains to be done, and may be done by legislative action, but •ho had very grave .doubts as to the - effectiveness .of a partially preventative system which as its first effect upon the consumer of liquor arouses in his breast a feeling of defianc-e, a hungering after forbidden -■fruit,, and a, determination to secure the'gratification of 'his appetite by foul or fair means. As to. the value which lies in the diryctipn of 'permanent'' reform, of tlie intemperate or the encouragement of habits of abstinence among .othefs,,therfe is iio sufficient evidence at present obtainable.
