THE SHAH'S PROCLAMATION. A NEW CABINET/ THE NATIONALISTS HOSTILE. Press Association-By Telegraph-Copyright Received 10.25 p.m., May 10th. TEHERAN, May 10. The Shah of Persia has repromulgated the previous constitutional laws, granted a, political amnesty, and instructed the royalist commanders to disband the troops. This decision, is duo to the representations of Russia and Great Britain, and the Shah's fears for his personal safety, after the capture of Kazirn. Saaded Dowleh is forming a Cabinet with Nassared Mulk as Premier. Saaded Dowleh will eventually be Foreign Minister. The Cabinet is Liberal, but weak.-
Several of the nationalist leaguers declare that the proclamation of constitutional laws will not affect the nationalist plans, and arc preparing to advance on Teheran.
The revolutionaries at Kazirn are daily gaining strength and moving towards Teheran.
