NAPIER HARBOUR.

PROPOSAL TO BORROW. Per Press Association. NAPIER, Jan.. 19. , Meetings of ratepayers in the Napie,r, harbour rating district were held today, to consider the Board's proposal to borrow £200,000 for the completion of the breakwater harbour. A motion was submitted in favour of a poll being taken on the proposal. At the. Napier meeting, which was attended by about forty persons, this was carried with one dissentient. At some of the country meetings a feeling was disclosed against the Board being granted further rating powers. The chairman of the Board, Mr J. Vigor Brown,' M.P., stated at the meetings at which he presided in Napier and the vicinity, that in his opinion the loan would, not entail an increase in rates, but that, on the contrary, if the loan was carried, the rates would in the first year thereafter be reduced by one-half, and in the next year be wiped out altogether. . He indicated that if the loan were carried it was intended to increase by 3d per ton the charge on goods entering and leaving the port.

NELSON, Jan.. .19. For some ye,ars the Nelson Harbpur Board has boen carrying out a scheme of improvements with a view to open- , ing the harbour to large ocean-going vessels. The works are now approaching completion, and with a view to reporting on the facilities of the Tjort for vessels of large tonnage, the harbour was to-day inspected by Captains Bono and MeDouga'll, marine superintendents of the "New"'Zealand snfl Shaw Savill Shipping Companies respectively.
